Public Health Experience

Mr. Johnson developed the brand strategy and communication framework for InSight, a pioneering Screening, Brief Intervention, and Referral to Treatment (SBIRT) initiative designed to identify and address substance use problems in routine medical encounters. The program was funded by the U.S. Department of Health and Human Services through the Substance Abuse and Mental Health Services Administration (SAMHSA), developed through a partnership between the Texas Department of State Health Services, Baylor College of Medicine and UT Health Science Center, and deployed across emergency departments, primary care clinics, and community health settings within Harris County Hospital District, where general healthcare staff were trained to screen patients for alcohol and drug misuse and provide immediate brief interventions and referrals to treatment when appropriate. During its initial implementation, the program screened tens of thousands of patients and demonstrated measurable reductions in heavy drinking and drug use among participants at follow-up.

The model proved effective as a practical public-health approach for identifying substance use risk before it progresses to severe addiction, and it helped establish SBIRT as a scalable model that could be integrated into routine medical practice. Today, SBIRT-based screening and intervention protocols influenced by programs like InSight have been adopted widely across primary care systems, hospital emergency departments, trauma centers, and community health networks throughout the United States, where they serve as a standard early-intervention framework for addressing substance use within general healthcare environments.
